He began as a member of the faculty in 1974, and concentrated on the study of international relations, nationalsecuritypolicy, and nucleararmscontrol. In 1981 he was promoted to Associate Dean of the Kennedy School of Government.
He is the author or co-author of six books and more than 50 scholarly articles on subjects including the control of nuclearweapons and other weapons of mass destruction, international energy issues, and the effects of technological change on foreign and defense policy.
