Because its a large investment for something i don't really need, because i can get everyone from marketplace.
Its only level 3, and its not quite affecting my team performance start upgrading it.
Need 30lvl chief director and 30lvl tech director.

You can only buy a driver if they are auctioned and if that driver is your level or lower.
Your level is 10, so you can only buy drivers level 10 and below.
