· Supporting the sector officers and filling out each sector's team are two officers designated as the neighborhoodcoordinationofficers (NCOs). The NCOs serve as liaisons between the police and the community, but also as key crime-fighters and problem-solvers in the sector.

As of August 25th, 2025, the NYPD has phased out the old NeighborhoodCoordinationOfficers (NCO) Program. Now, each Precinct will have a dedicated Q Team to respond to quality of life problems, especially 311s.

NYPD Youth CoordinationOfficers hosted a game night atthe 67thPrecinct in Brooklyn, Jan.TheNYPD initially rolled out the “Youth CoordinationOfficers” program in 2020, with an early target of moving 350 cops into the role to cover the city’s 77 precincts.

To be sitting here as the commanding officer of a precinct in theNewYorkCityPoliceDepartment to me is a great honor and privilege, so it’s beyond what I even imagined for myself.

In response, theNewYorkCityPoliceDepartment (NYPD) instituted its first iteration of the “Summer All Out” (SAO) initiative, a 90-day intervention that deployed approximately 300 additional uniformed officers to several precincts and police service areas (PSAs) during the summer months.

Businesses interested in signing up for the program can do so by calling the 109thPrecinct and asking for theNeighborhoodCoordinationOfficers (NCOs). The officers would then put the name of the business on the list with the rest of those signed up.

These "Q-Teams" will focus on non-emergency 311 and 911 concerns, such as abandoned vehicles, noise complaints and illegal parking. Teams will also continue to nurture the relationships that were built with businesses and local community.

Some praised recent NYPDprograms like the work of neighborhoodcoordinationofficers in their communities, while others called for more accountability from police in neighborhoods of color on the North Shore.

This includes funding 300 NYPD “Youth CoordinationOfficers,” costing the City upwards of $35 million and further investing in criminalization and surveil-lance efforts instead of investing in community-based and community-led youth infrastructure and programs.
